A plan is the document the NDIA creates with a participant that sets out their supports, budgets, and how funding can be managed.

A plan is the core document of the scheme. It records a participant’s goals, the supports built around those goals, and the budgets those supports sit under.

A plan also states how its funding can be managed, whether that is self-managed, plan-managed, agency-managed, or a combination across different budgets. This choice affects who a participant can buy supports from and how invoices get paid.

Plans are not permanent documents. They run for a set period and are reviewed through a plan reassessment, where goals, supports, and budgets can change to reflect a participant’s current circumstances.
