Utilisation is the share of a budget that has been drawn on. This checker works out the percentage from the two numbers you enter, then places it beside the average for your state and support class from official NDIA data. It shows two figures side by side and leaves the reading to you.
How utilisation is calculated
Utilisation is your spend divided by your plan value, shown as a percentage. Enter the amount drawn on so far and the plan value for the support class you want to check, and the tool does the arithmetic.
The result is only ever your own two numbers turned into a percentage. Nothing is stored, and nothing is sent anywhere. The calculation runs entirely in your browser.
Reading it against the cohort average
Beside your percentage, the tool shows the average utilisation for your state and support class, drawn from the NDIA’s published quarterly data. This is a group average across the whole cohort.
A plan can sit above or below the average for good reasons: timing across the plan year, a large one-off purchase, or supports that ramp up later. The two figures are context for a conversation, not a score and not a target.
