Autism & Early Childhood Support in Australia: A Plain-English Map

Support for Autistic children and children with developmental delay in Australia is in the middle of a large change. There is an existing NDIS pathway for young children, and there are two reforms building new services around it. This article is the map: what each piece is, how they connect, and where the official information lives. It does not decide any child’s access, because that always rests with the responsible agency.

The system as it stands

The NDIS runs a distinct pathway for young children, separate from the adult application process.

Through it, local early childhood partners help families apply and can connect a child with some supports quickly, in some cases before any decision about eligibility. The two reforms

Around that pathway, governments are building Foundational Supports, a set of supports that sit outside the NDIS and alongside mainstream services like health and education.

The first phase, aimed squarely at young children and their families, is Thriving Kids.

Thriving Kids is designed to identify additional developmental needs early and deliver evidence-based support through state and territory services, rather than through an individual NDIS plan. Its rollout is staged.

How to read this hub

Three ideas make the rest of the pillar easier to follow.
